SERVICE MANAGEMENT FOR CHILDREN WITH SPECIAL NEEDS IN SCHOOLS ORGANISING INCLUSIVE EDUCATION

Education is a human right, including for children with special needs. The 1945 Constitution and
Law No 20 of 2003 emphasize the right of all citizens to quality education. Inclusive education
allows children with special needs to learn alongside children without special needs, avoids
discrimination and improves the quality of education. Implementing this model requires good
management, an appropriate curriculum and optimal resources. Inclusive education is effective
because it allows children with disabilities to interact and learn alongside other children, in
contrast to segregated systems which are less effective. Challenges include providing
professional staff, adequate facilities and community participation. Inclusive schools are
expected to develop the potential of all students, both with and without special needs, in an
integrated system.
