Abstract

Evaluating a program is crucial for decision-makers and those directly involved in its implementation. Program evaluation results provide valuable feedback and inform decision-making. This study investigates whether SDS DCC Global School Bandar Lampung's inclusive education program aligns with inclusive education standards. The school has been offering inclusive education since 2012. The CIPP (context, input, process, product) model was used for program evaluation, employing a descriptive qualitative approach with data collected through observation, interviews, and documentation. Data analysis involved reduction, presentation, and verification. Key sources included the principal, homeroom teachers, special assistant teachers (GPK), and the inclusion team, with source triangulation ensuring data reliability. The evaluation revealed that the inclusive education program meets the standards set by the Directorate of PKLK Development for Basic Education (2012) and Permendiknas No. 70 of 2009. However, training is not uniformly or regularly provided, GPKs are not adequately qualified, and facilities for children with disabilities are lacking. The curriculum has been adapted to student needs, and the initial assessment process has positively impacted children. Both regular and GPK teachers are competent in handling children with disabilities. Government funding supports the program's implementation. The program's results show average academic and non-academic achievements for children with special needs, positive impacts on the school community, but mixed reactions in the broader society.

Mengevaluasi suatu program sangat penting bagi para pengambil keputusan dan mereka yang terlibat langsung dalam implementasinya. Hasil evaluasi program memberikan umpan balik yang berharga dan menginformasikan pengambilan keputusan. Penelitian ini menyelidiki apakah program pendidikan inklusif SDS DCC Global School Bandar Lampung sejalan dengan standar pendidikan inklusif. Sekolah ini telah menawarkan pendidikan inklusif sejak tahun 2012. Model CIPP (konteks, masukan, proses, produk) digunakan untuk evaluasi program, menggunakan pendekatan deskriptif kualitatif dengan pengumpulan data melalui observasi, wawancara, dan dokumentasi. Analisis data meliputi reduksi, penyajian, dan verifikasi. Sumber utama mencakup kepala sekolah, wali kelas, guru asisten khusus (GPK), dan tim inklusi, dengan triangulasi sumber untuk memastikan keandalan data. Hasil evaluasi menunjukkan bahwa program pendidikan inklusif telah memenuhi standar yang ditetapkan oleh Direktorat Pembinaan PKLK Pendidikan Dasar (2012) dan Permendiknas No. 70 Tahun 2009. Namun, pelatihan yang diberikan tidak seragam atau teratur, GPK tidak memiliki kualifikasi yang memadai, dan fasilitas yang memadai. untuk anak penyandang disabilitas masih kurang. Kurikulum telah disesuaikan dengan kebutuhan siswa, dan proses penilaian awal memberikan dampak positif bagi anak-anak. Baik guru reguler maupun GPK berkompeten dalam menangani anak penyandang disabilitas. Pendanaan pemerintah mendukung pelaksanaan program. Hasil program menunjukkan rata-rata prestasi akademik dan non-akademik anak berkebutuhan khusus, memberikan dampak positif bagi komunitas sekolah, namun menimbulkan reaksi beragam di masyarakat luas.
